So instead of arbritrary "Victory conditions" based on capture of territories, how about a Victory Points system in which players earn points for achieving various goals so that when "time" is called a winner can be determined even if no alliance has achieved overall victory.
Capture an enemy Capital = 4
Capture an enemy IC area/other "Major" city = 2
Capture an enemy General = 1 (More on Generals elsewhere)
Destroy 5 or more enemy units in a single combat = 1
Any more suggestions for VP awards?
