I like the factor used by Imperious Leader for the cruiser. They are well balanced and historical correct and can be used on the A&A maps.
I like to post here my results regarding the cruiser that I used in my home made rules.

Battlecruiser (Germany, UK, Japan and US only).
Cost: 18 ICP
8 (during naval battle)
6 (opening fire by the main guns, 1 roll only)
6 (shore bombardment, 1 roll only)
8 (during naval battle, 1 hit for sunk)
4 (opening fire antiaircraft warfare by the AAW guns)
Movement: 3

Cost: 14 ICP
6 (during naval battle);
4 (shore bombardment, 1 roll only).
6 (during naval battle, 1 hit for sunk);
2 (opening fire antiaircraft warfare by the AAW heavy machines gun).
Movement: 3

The cruiser that my brother and I developed was 4/3/2 and cost 18ipc with an AA roll at 2 for each cruiser, not for each aircraft.

The other idea I had was an enlarged roster based on a superbattleship.

battleship 5/5/2 3 lives 36ipc
heavy cruiser 4/4/2 2 lives 24 ipc
light cruiser 3/3/2 1 life 15 ipc at 2 AA roll
destroyer 2/2/2 1 life 10 ipc prevents sub sneak
PT boat 1/1/2 1 life 6 ipc
fleet aircraft carrier 1/3/2 2 lives 24 ipc 3aircraft or 1 bomber
escort carrier 1/1/2 1 life 12 ipc
transport 0/1/2 1 life 8 ipc carry 2 troops
submarine 2/2/2 1 life 8 ipc sneak attack
