Bombers... there are 5 on the board. Are people building them in games? At what expense? They are so rare and so thin of a strategy for victory why make their portion of the war so overly indulged (forcing air and other pieces to go with them...). To help solve part of the problem in the MED.... does Italy need all of those NO's? If you leave them the units you originally changed them to earlier to come out of game turn 1 with then one of your earlier problems were solved----you feeling like they were not involved or a force at all. Right now...

If we're going to double the damage repair cost, we'll want to consider halving the damage cap on ICs (equal to the production value instead of twice the production value). 40 IPCs is huge hole to dig out of. By reducing the cap, the maximum IPC exposure remains the same but you get there twice as ...

if japan attacks any ussr controlled territory or fleet the ussr player immediately places upto 12ipc worth of units in the attacked territory or any adjacent territory. ussr can split up the infantry into multiple territories. Arriving "after" a battle and adjacent would make the most historical sense, and accomlish a lot of the goal for the reason above.... it allows the slowdown of any semi-successful Japanese purge and really makes them analyze the worth of hitting a hard race of people in a rugid landscape. landscape ...

Larry I have a playtest frozen on this question, if you get a sec. 1. Collect 10 IPCs per turn for not being at war with the United States, United Kingdom/ANZAC or has invaded French Indo-China .
