While I would not deny that it can make sense to reinforce a newly captured territory, it surely is better to use those available units in combat right away in order to minimize your own losses.

No production at captured Industrial Complexes is a good point. But I think you should never be allowed to remove a factory from a capital and I would not favor it for other territories too.
