I would prefer that aircraft carriers are not allowed to make moves during the Combat Moves phase. Sending them in as a to hit soak units seems ahistoric and gamey. This would force the UK to actually lose combat units on the first round of battle. The cost to the Axis would have to be considered. ...

Yea... Like the idea of Italian AA, that's historical and makes sense in Tobruk. As for the naval stuff... be careful... I'd just as well attack Taranto still anyways. I thought fighters could only be scrambled to support a naval battle. If SZ 97 doesn't have any Axis ships, how can Italy scramble fighters? My friends and I have played 5 games under the Alpha+2 rules. The Allies won the first two because the Axis did not aggresively go after the Soviet Union. AS i had originally suggested before, just make Italy a belligerent only on her turn after Paris falls. So nobody can attack her before she plays and she can only start her war if Paris falls.
