How about giving each province generates MP points and industri point and each peace unit cost a comination of both? To examplify, lets say Germany starts with 20 manpower, 40 industri points Russia starts with 40 manpower and 20 industri points. Only industri may be bombed! Infanteri: cost 3 manpow...

I completly agree with you analysis. The sole benefit of refuling would be that USA is forced to attack Japans Islands BEFORE taking down Japan directly. But experienced US players never go after Japan anyway. And your suggestion will make it even worse. First you got to get a navy capable of surviv...

The more I think about it the less I like the ide of refuling. If the ide of refuling is implemented, USA will never go after Japan, as it will be way to expensive and time consuming. I love the convey rule. (haven't seen it before) So in sort: Ports: -ships are "safe" from naval combat -repair battlships -increases movement (convey rule) -one (or more?) ship and one infanteri may be placed at an terretory with port. To fix the 'navy' being sitting ducks is one of my main whishes for the delux version.
