fog of war is cool but it has to be very limited (otherwise its not axis and allies anymore, I mean it is probably too much even for advanced axis and allies) the system you know the no. of units in a space but you don't know what they are if you have units next in adjacent space you know what they ...

I don't think there should be a guarantee. Axis and Allies is all about dice rolling (risk management).

If you want to introduce "marginal hit" thats fine.

But there should still be a "miss".

Terrain map is nice.
But the contrast in the revised map makes its easy to see.

Realistic continent lines would be good.
Since realistic proportions is probably too much to ask for. We would need quite a large map is Europe was the right proportions.

Overall I don't like cards.
You have to jump around (with your eyes) to see the strategic situation.

Its sometimes useful for fleets though.
