Have had a chance to play-test this? I like everything except the U.S. rules which I can see causing problems because the U.S. really needs to react to the Axis and that might require them spending their entire income in a single theatre. I might change it so that either the Atlantic or Pacific comm...

If the attacking bombers/fighters didn't all roll 1's as well then no one would ever do SBR's, and SBR's are rare enough as it is in my experience. SBR's are already a very risky endeavor, but if the defenders can scramble fighters AND have AA fire while the attacking bombers can't also fire, forget...

I can definitely see the merit in this speeding up game play. With hardcore players I can imagine this not going over well, but for average players like myself I like it. The only concern I have is with the U.S. Does this mean that they have to place their bought units in their respective theatres, ...

You guys just made my day! I did mess up the SZ's mentioned too. The Germans want to move into SZ115 and make a landing. I thought I screwed up because I didn't move my cruiser to SZ114 as a blocker. Thanks Craig! I think this is a really cool rule that makes France a little more fun to play and alleviates some of the issues around not liberating Paris, which really should be a priority for the Allies.
