Perhaps it would be nice to incorporate a bidding system with which people can bid for which country to play (like with A&AP:'I'll play Japan to 24 VP.' 'I'll go for 21.' 'Okay, you have it, I'll play the Allies this time.') It's good for individual balance.

Comments noted I'm hearing you. (Keep it simple stupid) I'm leaning towards keeping it simple stupid. this would negate the need for D10 or D12 dice. What say you? I am all up for this. The differences between units are enough as is; national differentiation just makes it a (prickly) balance issue.

So can you stop with the insults and focus on the game? there no "insults" in that post just the necessary consequence of what your ideas entail. Namely: the idea to create three additional units would not for the reasons you stated fail to add fun and "something" to the game. They in fact add alot...

There already is a kind of targeting mechanism in A&A R: the subs. Subs can only attack ships, so when there are many aircraft present and one CV, they can effectively attack the CV, ignoring the fighters.
Unfortunately for the subs, the fighters can still shoot back.

Differentiating by country seems needlessly complex to me. The German tanks were better, granted, but the Allies simply had more. It's just a question of resource allocation. Repairing battleships rule seems like a remarkably bad idea to me. The fact that they can take two hits indicates the resilience of the unit, the excessive amount of damage needed to incapacitate an armoured fleet. A battleship unit isn't just a battleship.
