You could argue that "Rail Movement" is represented by IPC's. Germany, having an extensive rail network, earns a lot of IPC's each turn which can be used to mobilise new units. Well, not only can you make it harder for Germany with only one sub, but with several you could threaten to shoot the fleet out from under his nose, especially if Germany lost some naval units in G1. While the "1 infantry buffer" worked quite well in the original Axis & Allies and also in Revised edition, with Italy being a separate power this is no longer the case. Just 2 Italian infantry with some air power on the front lines will punch a gap in the screen which the German Tanks and Mechanized...

Well, I think that the problem stems from the fact that, while Pacific and Europe separately may be balanced the Global game definitely favours the Allies as they are the ones to benefit from having two boards. USA can choose to sink more IPC into Europe than they could in the separate europe game, ...

Well, Fighters cannot attack a territory and then defend it from a counter attack. But I think the Tank is now too expensive. Sure, I understand that a Mech Inf cannot be as cheap as an Inf and therefore should be 4. But if you buy a Mech Inf at 4, why not buy a tank at 5 IPC? You get too much for y...
