I have a question about centralized planning. Does "( 2 land units for -1 cost)" mean that they pick two land units and all units of that type cost 1 ipc less from now on out or does it mean that on each turn they get a 1 ipc discount on two of the land units they construct? 2 units of the same typ...

Okay I grouped suggested techs into charts based on era. 6 per chart, so you could keep normal rules for determining which tech you get. Holy Larry, hear my plea! Please add a naval base to Scotland. Scapa Flow was the U.K.'s chief naval base during the war. Also it lets the Scottish ships flee away if Germany neglects them. Yes i believe all nations should start with one unigue technology. Thats a good idea. I believe the Nova version of the game also had the Swastika as the German roundel. yes all or most of these should be techs except marines and paratroopers would be standard in the game ( not tech) Both existed before the war. Marines existed in 1800's Since we're not going to get a new marine unit I figure its better to have it as a tech and let the US, UK, and Japan start with ...
