Initial thoughts. The submarine plus scramble option just makes it a bit harder on Germany. They must bring in warships in order to get rid of the sub. I also want to add my voice to those thinking this is a very good idea. One related idea that had before was to allow combat moves into all territories reachable by land forces, so that one could "clear" land territories for waiting blitzing tanks, mechs similar to the way one now clears sea zones b...
