If the allies attack a pro axis power but fail to take the territory, does the territory become axis friendly? (can axis units land aircraft on it on their next turn?)

Are kamikazi strikes only allowed against attacking ships? The additional land units in UK and Scotland should fix things and probably would be sufficient even without the naval unit changes. The allies weren't looking for extra wars to fight so I agree that it's unrealistic that the UK and ANZAC would have gone to war, but is this any more unrealistic than the fact that the Americans can attack Spain if they want a faster route into France? actually I could see 2 cruisers but the bb is gone. I'm not sure what you'd leave the ca in 91 when you could move it to 92, especially since the bb should be able to block the attack on gib. but again, with 2 subs purchased by uk, I'm not locked into a 10 transport stack, I've got other options. an...

If UK buys 2 subs on R1, why would the Germans even believe that they need 10 transports on R2? Sacrificing the 4 inf for 2 subs should give the germans the confidence to buy a destroyer at least.
Also, I don't believe that 2 cruisers will survive to defend england. the one in 91 is very sinkable.
