Number 1 is definitely true, although its a reduction from 40 to 30, not 50 to 30.
Number 2 won't be a factor until mid to late game. Japan is too weak in mainland asia to slug it out with stacks of 6 infantry, and China is too big a priority.

My understanding is that Europe and Pacific are each balanced to be played alone, and the philosophy is that combining them shouldn't change this. I've seen the setups for Pacific, Europe, and Global now. It seems the Allies get a big advantage playing in Global as compared to Europe. The USSR gets ...

I think you're West India logic makes a lot of sense, actually. Its logical that the UK should be able to subsidize India, but not vice-versa. Good to know.

So, to be clear, in Global the IPCs from West India go to London, and the IPC from West Canada goes to Calcutta? Is this correct?

Or is it such that when playing Global W. India's IPCs go to Calcutta and West Canada's IPC goes to London? Personally this makes a lot more sense to me.

Staring at a monitor while moving a plastic sensor and punching keys can never hope to replace the experience of sitting face to face with friends over a table, sharing food, and moving little miniatures around.
