I am pretty heavy SBRer and while some of them try to reciprocate, there really isnt nearly as much coming in as I tend to hit them with. Good ideas, Oztea. We might allow SBR to effect NB, AB, IC or AA - with AA Guns being destroyed with 5 damage and unrepairable. I'd be inclined, in regards to AA Gun defense, to say your installations each get 1 AA Gun shot total (AB+NB+IC = max 3 AA Gun shots) + any AA Guns you have in the territor...

By CAP I do mean that you declare "3 fighters from London over SZ 109" at the end of your turn - before the next player goes. It does, but you forgot another factor: the Axis have more planes and planes are emphasized in Low Luck, much more so than any other unit on the board - in my opinion. The Allies can catch up, yea, but they dont START with that many. And of course, there is the mathematical part that you pointed too...

I could see why a bid for a British submarine near Egypt is nice. But I think the assistance to Italy in Egypt is kind of nice.

Rerolling 6s might make the Strategic Bomber too powerful. It would only miss 20% of the time.
